What are CCAs?

Climate Change Agreements (CCAs) are voluntary agreements between specific industries and the Environment Agency. In exchange for committing to energy efficiency improvement targets, qualifying businesses receive significant discounts on the Climate Change Levy (CCL) — a tax applied to electricity and fuel bills.  

For businesses that qualify, this can mean savings of thousands of pounds each year, alongside measurable progress in energy and carbon reduction.

Who Needs an EPC?

By entering the CCA agreement, your business can receive savings on Climate Change Levy (CCL), a tax added to electricity and other fuel bills up to 

  • 90% on electricity bills 
  • 65% on other fuels 

 

CCAs are available for a wide range of industry sectors, from major energy-intensive processes such as chemicals, paper and supermarkets to agricultural businesses and collocating data centres.

We calculate the value of your CCL relief and any additional benefits

We submit your application on your behalf

We track progress and report your performance against agreed CCA targets

CCA proposed timings for the new scheme

Application window 

  • New applicants – 1 May – 31 Aug 2025 (then 1 Jan to 31 Aug within a target period each year)  
  • New sectors/processes – from 1 Jan 2027  

 

Target Period (TP) dates 

  • TP 1: 1 Jan 2025 to 31 Dec 2026    
  • TP 2: 1 Jan 2027 to 31 Dec 2028   
  • TP 3: 1 Jan 2029 to 31 Dec 2030   

 

Certification Period (CP) dates  

  • CP 1: 1 July 2027 to 30 June 2029 
  • CP 2: 1 July 2029 to 30 June 2031   
  • CP 3: 1 July 2031 to 31 March 2033 

 

The final certification period of the current scheme will be extended to 30 Jun 2027.
